What's on this agenda

The Orange County transit staff working group's January 21 meeting takes up administrative corrections to the FY27 annual work program. Project sponsors are asked to confirm their submissions, ahead of a special meeting on February 6 for the substantive funding discussion.

The group is the technical committee where Chapel Hill, Carrboro, Hillsborough, Mebane, Orange County, GoTriangle and the Triangle West planning organization divide up transit money raised by the county's transit tax district.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The discussion that matters was about a funding deficit. Members compared FY26 projections against FY27 requests, looked at cost increases between the two, and asked which projects in the 2022 Transit Plan are actually funded and which are not. Several made the point that project costs and delivery timelines have to be realistic to keep public trust.

On performance measurement, the group decided that standard transit data — ridership and cost per hour — should feed into project discussions, and that metrics belong either in the FY27 program or in the coming Transit Plan update. Members also noted limited coordination between agencies in places, and room to cut duplication regionally.

Two sets of minutes, from an October special meeting and from December, were pulled from the agenda for administrative corrections rather than approved. The FY26 second-quarter amendments are due before the county commissioners in February; if they are rejected or modified they come back to this group, possibly at a special meeting.

Chapel Hill reported its bus rapid transit federal risk review nearing completion with a formal grant submission expected in February. Carrboro reported the Morgan Creek Greenway progressing. Triangle West is releasing a request for qualifications for a staffing study, with contract execution contingent on funding being confirmed.
