What's on this agenda
Orange County's transportation board takes up two informational items: an update on the county's bicycle and pedestrian plan for unincorporated areas, and a staff report on a proposal to drop fares on the county's four fixed bus routes. The board also considers the June 2025 minutes, added to the agenda, and the October 20 minutes.

Meeting recap
What happened, drawn from the records published after the meeting. Minutes
The consultants reached about 600 residents across nine engagement channels — a project website, an interactive online map, a survey, a pop-up and workshops in Carrboro and Chapel Hill. The consistent message was that infrastructure is limited and disconnected, with interest in linking Chapel Hill, Carrboro and Hillsborough but safety concerns about driver behavior.
The plan covers only unincorporated Orange County, which creates a seam at town limits. Recommendations on roads like Old NC 86 stop at the Hillsborough line. A member asked that the document say plainly that some proposed segments will not connect directly to Hillsborough's existing network, since the town has limited space on Churton Street and its own projects are outside this plan. The consultants said Hillsborough staff had confirmed their planned shared-use path on Churton Street would connect to the one recommended here, though a different town design could turn that connection into a bike lane.
On Old NC 86 specifically, the recommendation is a ten-foot shared-use path separated from the roadway by a buffer, chosen over two five-foot bike lanes because a separated path protects cautious riders and families in a way lanes beside traffic do not. Members raised safety near Duke Forest on Whitfield Road, where there are no sidewalks or shoulders despite growing use, and traffic pattern changes from the new I-40 entrance in northwest Chapel Hill.
Greenways and trails were removed from this plan because the parks department is doing a separate trails plan. The two run in parallel and will go to the county commissioners together. This plan is expected before the board in January or February.
Staff also previewed the fare-free fixed route proposal going to the commissioners in December, covering all four routes. Members suggested marketing through radio, churches and the Department of Social Services.

5.a County Bicycle and Pedestrian PlanConsultants presented a year's work on a multimodal plan for unincorporated Orange County, built on three goals: safer walking and biking, a more connected network, and better access. About 600 residents were reached across nine engagement channels, reporting infrastructure that is limited and disconnected and concern about driver behavior. Ten concept designs were shown, eight drawn from a top-twenty prioritized list and two from community input, though the consultants said they had not chosen them and the person who did has left. The plan stops at town limits, creating connection questions with Hillsborough. Old NC 86 would get a ten-foot buffered shared-use path rather than bike lanes. G…

6.a Fare Free Fixed Route ServiceThe proposal to make all four county fixed routes fare-free was set to go before the county commissioners in December. Staff said it would save time qualifying riders for reduced fares and remove fare collection equipment that is expensive to replace and takes vehicles out of service. A contract was in progress to change dispatching software connected to onboard Wi-Fi. Members suggested publicizing the change through radio, churches and social services.
