What's on this agenda

Nineteen residents spoke, and fourteen of them came to oppose the town's proposed improvements to Hilltop Needmore Town Park. The board took no vote on the park; every member answered from the dais instead, and the mayor set out why the town is looking at the 148-acre site at all.

The agenda itself moved without dissent: an annexation on Johnson Pond Road, two rezonings from residential to town center residential, three code amendments carrying the land development ordinance and both 2040 plans, and an eleven-item consent agenda. The board also picked a design-build team for Fleming Loop Park.

Meeting recap

What happened, drawn from the records published after the meeting. Minutes

The park was the meeting. Fourteen residents spoke against the proposed improvements at Hilltop Needmore, and the whole board answered.

The mayor gave the history: the town was tasked with putting a 148-acre property to its best use, and after the bond referendum failed it looked at alternative sites for recreational facilities and found them economically unfeasible. He acknowledged the existing walking trails and framed the choice as how to allocate tax dollars so residents of every age have somewhere to go. The mayor pro tem addressed the perception that the board is indifferent, asked residents to come as collaborative partners rather than from a single position, and clarified that the bond referendum had covered several projects, not this park alone. One commissioner asked people to bring concerns in person rather than through social media, calling online discussion toxic. Another said he personally champions the wildlife and Tree City designation residents had raised, and made the harder point that trees would come down at any site the town chose.

Two residents spoke on housing affordability. Three returned to the Willow Spring High School parking problem in the North Lakes subdivision, which the board had heard about in April. Two thanked the board for taking it up and urged it to consider parking restrictions; the third opposed a no-parking zone unless support for one is overwhelming.

Every vote passed 5-0. Both rezonings move small downtown-adjacent parcels into the town center residential district, and both were presented by the same surveying firm. The board also amended the land development ordinance and both the 2040 land use and transportation plans, and accepted fee-in-lieu payments including one from the Duke Energy substation expansion. It designated a design-build team for Fleming Loop Park and selected three firms for on-call construction engineering and inspection work.

How the votes went

Every recorded vote passed unanimously, 5-0: the minutes, the Johnson Pond Road annexation as Ordinance N-26-18, the three code amendments as Ordinances M-26-02 through M-26-04, both rezonings as Ordinances N-26-19 and N-26-20, the eleven-item consent agenda, and both consultant selections. No vote was taken on the park.
