Durham's city and county governments both take up a new Emergency Operations Center this week. The county commissioners' Monday work session carries a $37.8 million guaranteed price from Bordeaux Construction for the county's center, paired with a $5.66 million budget cut. On Thursday the City Council weighs an agreement with the county to build the center at 2422 Broad Street, with $28 million set aside. The building would hold emergency management and backup 911 and sheriff's call centers.

The City Council's Monday meeting opens with a public hearing on Sunrock's proposed Camden concrete plant, followed by votes on its special use permit and site plan. Thursday's work session adds a hearing on incentives for AbbVie worth up to $9.3 million, postponed from September, and up to $19 million in housing bond money to rebuild Forest Hill Heights as Tribute Rising.

Data centers stay on the calendar. Holly Springs' Land Use Advisory Committee holds its fifth study session on Tuesday, this time on electricity, while the town's moratorium of up to 12 months runs. The packet counts 15 participants and 11 comments on the town's online portal, most of them opposed. Last week Chatham County commissioners had a special session on filing a county text amendment of their own, with a hearing proposed for November 30.

Parks money runs through two Monday agendas. Fuquay-Varina's management asks commissioners to drop the athletic fields planned at Hilltop Needmore Town Park and put the $10 million toward land for a separate athletics park. The same agenda carries an $8 million purchase of 84.83 acres on Panther Lake Road and a $9.8 million turf contract at Fleming Loop Park. Wake County's consent agenda has $6.6 million for Lake Crabtree County Park and $4.3 million for stadium work at Nomaco Park in Zebulon.

Durham's Thursday hearings on AbbVie and on three annexations with rezonings take open public comment. The Sunrock permit is quasi-judicial and is decided on sworn evidence, as are two homeowners' variances: one before Holly Springs' Board of Adjustment on Monday, and one before Chapel Hill's on Thursday, for a garage already built at 513 Red Bud Road.
