What local government did, 19–25 July
Cary's council declined to decide the biggest thing on its 23 July agenda. Twelve people spoke at the hearing on a resolution that would let the Raleigh Housing Authority acquire and preserve mixed-income housing in the town; afterwards a member moved to table it rather than vote, and that carried 5 to 2. It was the only division of a meeting that ran to 11:49 at night, and the only question that went away without an answer.
The same council adopted an anti-retaliation policy protecting employees who report improper activities, unanimously, and took up its own rules of procedure on the consent agenda. Both look different in hindsight: the state auditor's findings on town spending were already public, and those rules of procedure were folded into a new public-participation policy five weeks later, after a meeting the council itself described as contentious.
Land use filled the rest of the week. Fuquay-Varina's Planning Board held four rezoning hearings on the 20th and Holly Springs' council four legislative hearings on the 21st. Pittsboro's planning board recommended the Hydrotube rezoning — a brownfield on US 15-501 that reached its commissioners three weeks later — and voted to allow tattoo studios in the outer parts of the Downtown Overlay District while keeping the historic core protected.
That Pittsboro meeting drew the week's most pointed public comment. Three people spoke, all from the development side, and a land use attorney counted 14 proposed development ordinance amendments in about eight months, twelve of them in the last four, and asked the board to recommend the commissioners pause them until a planning director starts. The board's minutes record the comment period as one line: that it opened at 6:06 p.m.
