The group refused to adopt the one substantive document in front of it, and the reason was as much about process as content.

The revised lead agency matrix would have moved coordination work off the four municipalities and onto the county and GoTriangle: the county as primary coordinator on tax district and work programme administration, an expanded county role in capital plan tracking, and more structure around GoTriangle handling financial administration and reimbursements. Members objected that a document with policy and operational consequences arrived at a routine meeting with no work session and no pre-read. They also objected on substance: tax district governance and revenue tracking sit legally and functionally with GoTriangle, and the county inserting itself without a formal agreement risks confusion. They asked who would control the capital plan, and whether the county should have final say over budgets it does not administer, and warned that two agencies keeping separate records will put project numbers out of sync. The vote was postponed unanimously. The group asked for a work session with the county, GoTriangle, the tax district and the planning organisation, and for a marked-up before-and-after version showing exactly what changed and an explanation of how the revision came about.

A related question ran through the meeting: what triggers a special agreement for a federally funded or regionally significant project, where that requirement is written down, and why one is needed if a project is already covered by the work programme and the planning process. Towns said the extra step has not been justified and that they would need to verify totals before their councils approve. GoTriangle acknowledged the gap and committed to a written justification at a future meeting.

The group also thinned its own calendar. June and July meetings were cancelled in favour of a long September work session covering project sheet standardisation for 2027, the next annual work programme, and a structured review of the group's bylaws. At least two meetings will be held in Chapel Hill to balance travel between north and south Orange County, and members proposed moving to quarterly meetings from 2027 on the grounds that monthly sittings often have no actionable business.

In project reports, Chapel Hill's north-south bus rapid transit has its final corridor design packet and is preparing for a federal risk workshop, a precondition of final grading, while negotiating property access for station locations. Its transit director went to Washington to make the case to both North Carolina senators' offices. The town was frank about its own limits: no in-house real estate or right-of-way capability, limited procurement expertise for multimillion-dollar infrastructure, and only part-time legal capacity. It envisions Eubanks Park and Ride becoming a multi-modal hub serving town transit, GoTriangle, county transit and intercity operators, and the state has approached it about hosting a stop on a new Raleigh-to-Asheville intercity route there. GoTriangle will run 15-minute all-day service on two routes from August and improve Sunday service to 30 minutes across its four core routes, and its new chief executive starts in June. Orange County will launch a second Hillsborough circulator route before 30 June, aimed at areas with many senior and low-income residents, and has taken delivery of five vehicles for its on-demand microtransit programme.

Four approved: the April minutes, the 2026 meeting schedule with June and July cancelled, the work programme amendment schedule, and the 2027 work programme development schedule.     A third-quarter update comes next meeting with a stoplight report on project financial health, a summary of 2025 reimbursements and updated estimates for the 2026 transit ordinance. GoTriangle's legal team offered to draft 2026 operating and capital agreements for any jurisdiction wanting help, with drafts by early July and signatures by mid-August; reimbursements cannot be issued until agreements are executed. Members pressed on what triggers a special agreement for a federally funded or regionally significant project and where that is documented; GoTriangle committed to a written justification.

    A new development ordinance is being drafted following the town's recent comprehensive plan, to modernise zoning and support walkable, bikeable, transit-ready neighbourhoods. The safe routes to schools plan is being updated with lessons from the pandemic, infrastructure gaps, multi-modal safety education and coordination with the school district and public health partners.

    From August, 15-minute all-day service on two routes and 30-minute Sunday service across the four core routes. A bus facility at Raleigh Union Station opens in July. The transit assistance programme is refining how discounts are allocated by disability and eligibility. A new chief executive starts in June and a three-year strategic plan approved in February will be rolled out after he arrives. GoTriangle is working with a university transportation research institute on a county-specific revenue forecast model.

    The planning organisation will keep using standard federal contract language until the federal or state transport agencies instruct otherwise, and is watching surface transportation reauthorisation; no cuts to core transit programmes are expected at present, though funds may move between programmes. The Chapel Hill transit network redesign contract has been finalised. Orange County will launch a second Hillsborough circulator route before 30 June, serving areas with many senior and low-income residents, and has taken delivery of five vehicles for its on-demand microtransit programme, aimed at first and last mile connections to GoTriangle and Chapel Hill Transit.
