What local government did, 16–22 August
Holly Springs decided a 32-acre rezoning on Avent Ferry Road on Tuesday the 18th, case 25-REZ-08, and it was one of at least nine land use hearings across the region in four days. Pittsboro's planning board had recommended two conditional rezonings the night before, and on the second — a small lot on East Salisbury Street beside the new town hall — a member noted the house has historical interest but no formal designation and that nothing in the town's books requires notice before a demolition. The mover amended her motion on the floor to add 90 days' public notice. It carried unanimously in that form.
Four towns took annexation hearings in three days. Fuquay-Varina heard two voluntary petitions on the 18th alongside a zoning map hearing the day before. Wake Forest paired an annexation and a rezoning on the same Rogers Road parcel, so both are decided together. Garner took a voluntary annexation of 2.24 acres. Hillsborough's planning board and commissioners sat jointly on a combined annexation and rezoning, which is the same device Sanford uses — both bodies hear the evidence once rather than twice.
Away from land use, Wake County's commissioners passed a 24-item consent agenda on the 17th including a resolution on opioid settlement spending. Wake Forest's Board of Adjustment heard a developer's appeal against a notice of violation, which is a quasi-judicial hearing on sworn evidence rather than a policy debate. Apex's council held a work session that was mostly closed session under the personnel exemption, split into two parts on the agenda.
The committee layer was busy too, and it is where the small decisions get made. Cary's Public Art Advisory Board voted on artwork for a hotel on Alston and on a painted piano for Lazy Daze. Pittsboro's Downtown Design Committee picked a site for a taxi cab sculpture and cleared three meetings' worth of minutes. Hillsborough's Tree Board worked on a recommended plant list for the development ordinance, and its Parks and Recreation Board discussed moving a picnic shelter to the skatepark.
